ROSEAU, Dominica - The Dominica government says the construction of the multi-million-dollar international airport at Wesley, northeast of the island, is progressing satisfactorily and is “ahead of schedule”.
Dominica’s international airport under construct in the north east of the island (File Photo)Finance Minister Dr. Irving McIntyre delivering the EC$1.3 billion budget, told legislators that since the mobilization and commencement of construction of the international airport, there has been substantial progress in transforming “this long-awaited national priority into a reality. “The scale and pace of work on this project are unprecedented in our nation’s history, and the airport is now over 40 per cent complete and ahead of schedule,” he said, adding civil works are well advanced.
McIntyre said that major supporting infrastructure, such as, four large culverts, spanning more than 2,000 meters in length, have been constructed to ensure proper drainage and that it is anticipated that the leveling of the runway will be complete by the end of December this year.
“We have started construction of the passenger terminal and will soon commence work on the cargo facility, Air traffic control tower and rescue and firefighting services building. We will also commence construction of a tunnel beneath the runway to ensure uninterrupted, safe and efficient access between the communities of Wesley and Woodford Hill.”
McIntyre said that the government has to date, paid over EC$45 million in compensation to 235 property owners, and 47 new homes have been constructed, with 31 built directly by the government.
“…this transformative project remains on schedule. It will serve as a catalyst for tourism, trade and investment, reshaping Dominica’s economic landscape and global connectivity.”
He said that the construction of the Cabrits Marina is also progressing on schedule and that it remains a key pillar in the government’s strategic plan to position Dominica as a premier destination for marine tourism.
He said that the first phase of the project, which is currently underway, involves critical foundational infrastructure, including the marina basin, revetment and breakwater. This phase is scheduled for completion by June 2026 and is being executed with precision and adherence to international engineering standards.
McIntyre said that the second phase, for which procurement activities will commence in August 2025, followed by construction by January 2026, will deliver the core operational features of the marina.
“These include the installation of fixed jetties, floating pontoons and the provision of marina services such as docking, fueling, waste disposal and security. This phase is projected d to be completed by August 2026,” he said, noting that the third phase will address all remaining utilities and supporting infrastructure, ensuring that the marina is fully equipped to handle the needs of visiting vessels and their crews.
He said this final phase is expected to be completed by November 2026.
McIntyre said that the Dominica government has identified a reputable and experienced marina operator who has received global recognition under The Yacht Harbour Association’s (TYHA) Gold Anchor Accreditation Scheme, a standard that reflects a commitment to excellence in marina development and customer service.
“The benefits of this partnership extend well beyond the physical infrastructure. It brings with it the training and employment of a local workforce, ensuring that Dominicans are equipped to take full advantage of the opportunities within the marine tourism sector.
“It will also foster strong engagement with both community and private sector stakeholders, creating a shared sense of ownership and participation in the success of the marina. Through the operator’s global reputation for excellence, the Cabrits Marina will offer best-in-class services and standards, attracting a loyal following of captains, crew and boaters who already associate the brand with quality and professionalism”
McIntyre said that the marina will enjoy worldwide exposure and promotion through the operator’s international marketing network, with targeted destination marketing initiatives carried out in close collaboration with the Ministry of Tourism and Discover Dominica Authority.
“Importantly, the partnership also includes a robust plan for ongoing facilities management and asset preservation, ensuring that the marina remains sustainable, profitable and in good condition for years to come.”
McIntyre said that once operational, the Cabrits Marina will “unlock wide-reaching opportunities in our yachting and maritime tourism sectors, generate direct and indirect jobs, stimulate surrounding businesses and enhance Dominica’s presence on the global nautical map.
“This project is an investment in a new economic frontier for Dominica and the government is committed to its successful completion. In preparation for the opportunities which will arise, the Government will move to provide scholarships to train at least five individuals to become certified captains and pilots,” McIntyre said.
Debate on the budget will begin on Monday.
